Late fee of filing return is Rs.200 per day means (100 under CGST and 100 under SGST), subject to a maximum of Rs. 5,000 for a particular period.

Please look into the provision in section 50 of cgst act.... interest will be levied on delayed payment of tax.... date of payment of tax is date of furnishing of return.
date of payment of tax is the date of offsetting the liabilities........ yes interest @ 18% is applicable in your case...
