What is Interest rate and penalty for 3B after due Date?

However, there is no penalty for 1st return under GST. Also, there shall be interest levied @ 18per annum on GST Liability not paid on/before due date.

it means Nil return and ITC do not have liability to pay Interest and penalty I m right?

Penalty not levied for the month of july and August and there is no interest if nil return
