koi amendment aai hai kya ki unregistered having less than 10/20 lakh turnover can make interstate supply?

first of all I need to tell u guys earlier any amount of inter state taxable supply is mandatory for registration u/s 24 of CGST act, 2017. however after few days , a notification stated that limit of sec 22(1) is applicable on inter state supply of service.
