Input tax credit on Competition cess

A mining firm has charged gst compensation cess on coal to a trading firm ABC Ltd @ 400 per tonne. So if ABC Ltd. sells it to another party, then whether he has to charge gst compensation cess again in his invoice and claim credit ?
