I have a purchase bill of 2019 can we take input of that bill in August 2020 gstr2.

Yes you can the itc on purchase bills for the year 19-20 in aug 2020

Time limit to claim ITC against an Invoice or Debit Note is earlier of below dates:
The due date of filing GST Return for September of next Financial year
OR
Date of filing the Annual Returns relevant for that Financial year
The due date of filing GST Return for September of next Financial year
OR
Date of filing the Annual Returns relevant for that Financial year

Yes, you can take ITC up to 20th October, 2020 (i.e Due date of Filing September, 20 Return) for F.Y 2019-20
