Input Tax Credit

If A purchase goods from B and received invoice and goods and make payment also timely To B.
But B did not upload this invoice in GSTR 1 or Not shown in GSTR 2A.
Can A claim ITC on the Basis of this Invoice which is not Showing in GSTR 2A?
