input on capital good purchased on 1st feb 2017

I have purchased machinery on 1st Feb 2017
which contains CENVAT credit of 350000 rupees
but I don't have an Excise RC on such period
now am I eligible to take credit on such item
if yes where can I take such credit ie,.
