input for tax paid stk

sir/mam...greetings.....i am distributor from punjab where max products are @ 15.95 i.e. tax paid by manufacturer at first stage.....so we are not collecting any tax on our sale.....so in case of stk carried forward will it be eligible for itc in case tax increased.....say for 18% in new tax rates....pls clarify...
