can I claim input gst on purchase of building?

Check whether gst is charged by the seller.
Because sale of immovable property is not regarding as supply as per Schedule 3. So there is no chance of charging gst by the seller.

Yes gst is changed by builder building is under construction
Purpose of this property for my office and factory ground and first floor for factory and 3rd floor for office.

As per section 17 of CGST Act 2017, works contract services received towards immovable property are not eligible for input tax credit unless the recipient is providing the works contract services to other person.
As your are going to use the immovable property office and factory purpose your can't take the credit.
