ST is payable only after receipt of monies from customers in nromal course. In case of dealing with associated concerns the same couldbe payable on making the entry/ provision in the a accounts.

Dear Sir,

We have service provider as maintenance or repair services. We had to pay total 6000/-  as service tax including cess if I have received input credit of 10000/-. Can I claim for refund of 4000/- and inwhich column of st-3 we have to fill this amount of 4000/-.

Refund of Cenvat credit is avalible only if you are an exporter. you can show the full amount as Input credit and carry forward it to the next period.
