Input credit of service tax on advance payment

Hiiiiiii friends 

 

I have paid advance to one of my service proveder and till now he has not issued any bill, now can i availe cenvet credit on advance payment immediatly or after receiving bill for that.

if cenvat can not utilised then-

after asking bill at the time of advance payment, can i avail cenvat credit?
