no ,brother you cant adjust input of stationery items with sale of chemical & fertilizer because you are registered for sale and purchase of chemical fertilizers if your work is related to staionery items as per your registration certification only then you can claim input
your other question purchase from unregistered dealer no you cant claim input also in this case input credit becuase unregistered dealer dont have tin no and you hve to show in your return the tin no of dealers

Dear Pawan
First of all you can't take the credit of VAT on stationary items . And same it is for 2nd question that you can't take credit on purchase from unregistered dealers..............
