We have taken input on original bill but seller has not file the return i.e. not appear in 2A

Now 2A is not in effect and also now it very difficult advice seller to file the return

Let us know what is the implication

If you have already intimated the seller to shown it in his GSTR 1 and he has not shown the same then it is not your fault.

Just show it in missed invoices.

Tell the seller to file GStr1, in order to reflect in 2A.

request seller to add in gstr1 or you can add in gstr 2 for missed invoices

Yes , its a practical problem , but need not worry , you should have Original Tax Invoice & receipt for Goods Reced . , you can claim ITC , ...
moreover the last date to file GSTR1 for July 17 to sept18 is extended to 31st October 18 , might your supplier would file his GSTR1 in october , & the same willl be reflect in 2a in November onwards
