I am not registered under excise in current law on account of my turnover. I am purchasing raw material from second stage dealer who is adding the excise amount in the cost of the product. Will i be eligible to avail input credit under GST

yes you can take 100% itc on closing stock as on 30 june 2017 if excise amount is saperately mentioned in the invoice.
