Input Credit

During the audit of an ayurvedic co. i found that they are not taking the cenvat credit on the lable and carton purchased by them. Further for Raw Material items a list is prepared and only on that item cenvat is taken by company. However Central Excise Act does not specify that. Please Suggest me................
