An contractor has registered itself in haryana under works contract tax act.. and has purchased item A in delhi aginst c form taken from delhi.. now he is selling in delhi... and the question  is that can he issue an invoice as per wct ,  in delhi as he is selling in delhi ??? 

i am not very aware in this field. please enlighten me !!!!
