Please help in following issue...Its urgent

A person is director in 5 Indian Companies, and now he wants to incorporate company in Dubai...

What is the procedure at Indian Level? Kindly Specify Forms and other relavent details..

Please provide me link for Material/guidelines available which can guide me about procedure at Dubai Level....And also about Labour laws of Dubai..Waiting for helpful guidelines...
