The prices of mobile phone are not very high calling rates are also affordable so many peoples are using cell phones. But this is not the only case many peoples are using more that 2 handsets and no of SIM's are uncountable as it is very cheap. so it cannot be taken as economic progress

I think we are linking this in a wrong way. Any commodity whoch has a nature of necessity cannot be linked to the economy's progress. here mobile phones have become a necessity more than mere status symbols. moreoevr they are now substituting bsnl landlines (as they have same cost).
So in my opinion, they r neither an indication of progress nor window dressing
