In Form INC-10 attestation of CA/CS/CMA is required or any other person can attest and INC-10 should be taken on stamp paper or not ?

MCA through it's Notification dated 27-07-2016 has omitted Form INC-10 for Director and Promoters Verfication for incorp. of Company. Do post if someone has any other view of the abovesaid notification.
