IF 2.5 LAKHS TO 5 LAKHS THE INCOME SLAB INCREASED MEANS , THE BELOW INCOMERS NEED TO FILE RETURNS OR NOT ?, IF THEY NEED FOR BANKS AND OTHER PURPOSES?

It is not mandatory as per Law. If they wish, they can file voluntarily.

you are mandatory required to file ITR if your income is above Basic Exemption Limit
