we may  file incometax filileng for 16-17 FY, with out any notice, is it possible, but some are filing , how it is possible , please replay

If You have any refund claim or Loss then You can file condonation delay request to Your CIT. If he is accept your condonation then You can file Your ITR return for FY 16-17...
Otherwise no way for filing ITR AY 17-18...
