One of my friend has a sale of around 10,000 in the financial year 2017-18, He has filed a GST return with the sales in February and March 2018. Is he required to file ITR for AY 2018-19?

One of my friend has a sale of around 10,000 in the financial year 2017-18, He has filed a GST return with the sales in February and March 2018. Is he required to file ITR for AY 2018-19?
He is not required to file ITR. But it is advisable to file return.
