YES U CAN FILE FOR BOTH THE YEARS.
You can file Income Tax Return of FY 2014-15 as Belated Return till 31st March 2017 but You cannot file Income Tax Return of FY 2013-14 as last date for Belated return for filing ITR of FY 2013-14 was 31st March, 2016. Refer Section 139(4) Filing ITR after Due Date.
My mistake i Read it as FY not as AY....Harshad is correct
The dead line for AY 14-15 is over on 31.03.2016.So, you will not be able to do e-filing. You can prepare a manual return and submit it in the tapal section.
