if u have not filed return for the relevant yeasr than condonation request before CIT u/s 119 (2)(b)

write letter to your AO and follow up by reminders.
It may take time but you need not pay single paisa to anyone. In a similar case refund for AY 2008-09 was received in March 2015 only using follow up through correspondance.
