My relative deposited in Fixed deposit of sum rupees and he didn't provide PAN and FOrm 15G etc. But bank are telling that they had deducted TDS. If so, can we claim it back by filing ITR??

First provide PAN to bank to link with FD. Then ask them to revise their TDS return for any TDS deducted. Once it will reflect to your PAN, then it will be easy to get its refund.

Tds return can be revised any time. There is no time limit. So even if interest relates to FY2014-15. TDS return can be revised.

Very true. Bank are even bother to hear your non reflection of tds credit.
If you have enough documentation than mentione in your return and claim refund.
Get online / certificate from bank with regard to deduction as your proof in future
