One of my friends have filed his return through e-filing for past 4 years. He is not got the refund still. I want to give a representation letter to the department about refund. I heard that we cannot give representation letter in the respective ward (at tapal) but send the letter to the CPC in bangalore. Is it correct.

You have to check on incometax website, after login of your friends accoount and go in refund tab, there you would find some lead for refund,
enter the A.Y. correctly
