suppose a person has filed his return of income in AY 2002-03 and after that he has not filed his return of income.Can he file his return for the AY 2012-13?

Hi,
Yes he can. But the Income tax Authorities have the power to call upon the Assessee to file his return for the Earlier years also under sec 142(1). However they cannot call upon the assessee to furnish a ROI for a period which falls 3 years before the current Previous year.
yes he can, there is no bar in submission of tax return.
