Is General Provident fund account holder can register NPS for Income tax exemption?

Yes certainly

1. Any Indian citizen who is above 18 years and below 60 years can invest in the National Pension Scheme (NPS). 
2. In your case, the general PF holder can we much register in NPS and start investing. The only criteria are to satisfy the KYC requirements. 
Please correct me if the above solution has an alternative view.
