GST number is inactive (Individual PAN number) and there is no filing of GST in 2019-2020. Can he file an income tax return now?

Yes itr can be filled
Yes you can file but if there is nil turnover in gst you can't show business income in ur itr, otherwise u have to have gst on ur sales plus penalty too. better to show salary income in ur return since salary income is covered in negative list of gst
