Mr. A has retired during the year as govt employee, he received during the year retirement benefit such as GPF, State Insurance, Com. Pension, Leave Salary, details of retirement benefit should be mentioned in ITR as exempted income or not.

Always better to declare any income, exempted or taxable. Why worry when no tax liability?
