Sec 194I has specifically mentioned taht there is no requirement to deduct TDS if payment is made to "Government" or "Local authority" u/s 10(20), which Included "Municipal corporation".
Hence there is no laibility of TDS is You are making payment to Simoga city municipal corporation.
