Can we file return for A. Y. 17-18 now.

Yes we can but after the permission of the commissioner.we can request commissioner for filling of income tax return for A.Y. 2017-18 if there is a genuine reason. So file only if you are ready for scrutiny because there is 99% chances of scrutiny
no... you can't unless you claim refund. even that too after condoned by cit your ROI will be processed
