Dear Friends,

If X person persuing education in USA, and simultaneously doing job in that university itself. his residential status is ROR. his stay in USA is for 2 years. University deduct tax from his salary income at there, and refund the same at financial year endind due to exemption available in that country. he did not have any income in india except dividend & Interest on Deposits in banks.

so how taxability will be applicable to him. whether DTAA provide any provisions or his all foreign income taxable in india.

if taxable what exchange rate will be applicable whether average or closing rate of 31.03.2014

Since the residential status is Resident and ordinarily resident, all inceomes arising anywhere is taxable....if such assessee;s income is getting doubly taxed then relief under DTAA or unilateral relief(u/s 90) is avaliable...

But in your case since income is exempt in foreign country no relief in India....
