Does the element of interest u/s 234 B & C attracts while raising demand after completing scrutiny u/s 143(3)........
please clarify., its urgent

Definately YES.
If you read the Section 234 A/B/C it is clear that the amount on which Interest is payable is "tax on total income u/s 143(1) or on assessment u/s 143(3) or Section 147 or 153A (if the assessment is made for the first time u/s 147 or 153A)
