is it compulsory for registration under GST for IGST and SGST/CGST services for a broker/commission agent.

Yes......... Agents shall be required to be registered compulsorily irrespective of the threshold limit in terms of Section 24(vii) of the CGST Act.
An agent who sells for a commission, the output of his Principals on a contractual basis and provides them with market information.
