Yes IGST chargeable on such transaction since location of supplier in WB and Place of supply is in Jharkhand.

NO, cannot charge IGST,... As the consultancy services are provided in Jharkhand, & both supplier & recepient are registered in jharkand,
so cant charge IGST, U HAVE TO CHARGE CGST/SGST
