if TDS certificate is not issued by the payer will the particular expenses get disallowed in the books of payer

TDS certificate has to be issued with in 1 month from the date of closing of the Financial year either employer/deductor. If he has not issued that will attract penalty on the deductor. Eventhough he has not issued the TDS certificate with in the time,, he can show the expenditure incurred.

THE EXPENDITURE CAN ALWAYS BE CLAIMED. BUT PENALTY IS APPLICABLE ON NON-ISSUANCE OF TDS CERTIFICATES WITHIN TIME.
