Sir, agar kisi ne service tax aur sales tax dono mein registration karaya hai to wo kaise gst mein migrate karega aur id and password koun ptovide kareyagaa.

Sir, the concerned state VAT department will provide the ID and password.
If State Vat department did not get my id & pasword then whom will provide ?
Sir, You need to visit the Sales Tax Department in your state to get the same from them. You can also check online on website as some states have uploaded therein.
