I presume when you say Board Member, you meant council member of ICSI. If that is what is your query, in that case you need to contest and win elections conducted by the Institute to become a council member.

You just have to be a member of the Institute and stand for elections conducted either for Central Council or Regional Council or Managing committee of a Branch / Chapter and win them. The elections are held once every three year period and the members from the council or managing committee elect the persons to the post of President / Chairman, Vice-President / Vice-Chairman, secretary, committee members etc.
