I am providing a web hosting services to non Indian clients, they pay money in USD and when I withdraw money then I get a money in INR.
Somewhere I read that "web developement and hosting not taxable"
- Its true?
Please clear my doughts.

your services so tendered are taxable services under service tax,
such income is business income, and taxable under "profit and gains of business and profession"
you have to obtain importer exporter code no from DGFT to get the remittences legalized.

But my business is not registered, how can I get IE code(My business is not registered) and in a form they're asking for branch

Your services are exempt within the export of services.
Secondly, you need to register your business and also get all the requisite license like I.E. code. It will be beneficial for your business growth.

I can't found "Web Hosting" Service in TAX list: https://www.charteredaccountantdelhi.com/service-tax.html

your service is under "information technology"
and receipt of foreign exchange comes under FEMA, and to get it regularized IE code is needed
