Is it mandatory to fill the hsn code table in GSTR 1

It all depeds on you turnover,

if turnover is more than 1.5 Cr, then it will be mandatory to fill the hsn code table in GSTR 1 otherwise descripttion.

Descripttion? so I have to fill the table? can I do so by just mentioning "garments"??

Yes.

For FMCG produts: Biscuit, OIl, Toothpaste, etc....
