On what grounds the dealers should decide to use 2-Digit or 4-Digit or 6-Digit codes

If turnover is below 1.5 crore then 0 digit.

2 digits if b/w 1.5crore-5 crore

4 digits if above 5 crore

8 digit for import/export

Current Year turnover.

Advisable to use 4 digit HSN. There is no harm in it

Code for Dried Chilli is 09042010

So i need to use 0904 ??
