if HRA is not the part of the salary, employee can not take benefit under Income Tax Act.

No its not compulsory the whole thing depends on the contract between the employer & the employee.

I think HRA it is not part of salary but one of the benefit he can derive from employer

HRA is not compulsory, in my opinion it is an extra benefit given by the employer to bear accomondation expenses
