My question is whether Pensioners are eligible or not to claim the HRA exemption at the time of E-Filing.If yes under which section he is eligible to claim.

You have not received HRA at any time during the year for which you are claiming 80GG HRA component should not form part of your salary to claim 80GG.
No HRA deduction from Pension income as there is no HRA received
pensioners don't get hra, so the same cannot be claimed instead 80gg deduction can be claimed
