Suppose the turnover of A exceeds Rs. 20 lakh but still he doesnt get registered under GST.
how will government come to know if someones turnover is below or above Rs. 20 lakh.

Govt. doesnt know ur turnover, it is possible from Income Tax Return or through your bank statement
or unless untill some one filed complained against you to the IT dept. or state gst dept.
