Actually speaking Aspirants are only focusing on attempting all the question. I suggest them to apply SKIP theory. Donot gor for 100 Marks paper, attempt upto 75 marks paper with approx 90% accuracy . I am sure that anybody with this strategy can easily clear the Exam of CA final.

what they meant is Phase I and Phase II would be operational once they are completed...but i agree that the language was'nt clear at all!!
both 16 marks question on absorption and consolidation were a gift!!...overall a lengthy paper but easy to score an exemption!!..if you go for attempting 100 marks in accounts and costing paper, you will end up creating a mess!!
A well attempted 75 marks is always fruitful than 100 marks attempted with a mess!!

Expenditure on phase 1 and 2 can not be capitalized. Because the problem not specify when ( during the year) it was operational.
Expenditure on phase 2 and 3 will be capitalized.
