Try this approach suggested by many persons :
Whatever you read in 45-60 minutes revise it in 5 or 10 minutes (i.e re-read it). So that it will be captured into mind immediately and will be easy to remember later.
Also don't try to memorise section nos. and case law names: first understand and try to remember the provisions and content of case law by reading as suggested above. Then if you find time you can go for memorising sections nos. and case law names.
Also fix before you study like in 2 hours I am going to study 25 pages and try to achieve that. Sense of urgency make read faster and also will result in better retaining.
Taking notes containing important words that will help in recalling what is stated in a paragraph also will help in better retaning.
Also if you are attending classes if you immediately revise (re-read and understand) (in problems subjects read, understand the way of working and afterwards in weekend actually working out the same problems).
Also if just before exam if you are not able to remember any provisions etc do not get tensed, after seeing questions it will automatically come to your mind if you had prepared well.
Hope these may provide a way in overcoming your difficulty.
