How to register tan

Hellow Sirs,

How to register a TAN to get the original e-TDS .fvu files from the NSDL.  In the NSDL web site it is mentioned that as advised by the Income tax department the registration of new TAN and alterations are stopped by them.  But even in the new web site of Income Tax department, this feature is also not available.  What to do? and How to di?
