PAN Cards will be issued in name of Individuals, Partnership firms, Companies, AOP, BOI, Govt, HUF, Trust, Local Authorities.

In your case, Inorder to obtain in the name of the shop, it should be registered as other than individual.

If the shop is owned by an individual and you want the trade to be on the PAN Card, It's not possible   

If individual (Proprietorship) business the Individual pan card will be use in business...

Other than individual can only get pan card in the name of Firm / Shop/ Company...

A person can start Sole Trading concern / Proprietorship business with his own PAN. Separate PAN will be required only for Partnership & Companies as there are more than one person involved in the business and Taxing everyone will be an issue. As the Sole trader or proprietor is the single owner, he can carry on business with his PAN
