Housing loan interest rebate as per budget 2011

I have housing loan sanctioned of Rs.15.75 Lacs for IDBI bank on 17/02/11 for a property cost of Rs.19.7 Lacs, but in budget 2011 FM has announced a rebate of 1% in interest rate on loan upto Rs.15 lacs. My query is can I also get benefit of this rebate if I get disbursement of Rs.15 Lacs loan only & if possible then shall I take in March'11 or in the month of April'11.
